According to state media, there have been hundreds of sackings, investigations and warnings across Hubei and other provinces during the outbreak.

Beijing has sent a team from its highest anti-corruption agency to Hubei to investigate the treatment of Dr Li by police. 

Possibly sensing that his own head was already on the block, the mayor of Wuhan, Zhou Xianwang, said the reason it took so long to warn the public about the virus was that he didn't have clearance from above.

That could mean permission from the provincial party secretary. It could also be interpreted that he was directing the blame all the way to Beijing.

i'm sensitive to the fear about this particular strain of flu. working at a school, i see every single year just how quickly sickness can pass from kid to kid - kids come to school sick because parents can't/won't keep them home, kids don't wash their hands, they cough without covering their mouths, etc. etc. If this flu were to get into the general population, it has the potential to spread with the speed of a california wildfire. I'm glad they're taking extra precautions on this one. I also think there's more to the story than what China has shared so far.

China sees 15K new coronavirus cases, change in counting procedure: report

The number of new coronavirus cases in China surged Thursday after 14,840 people were diagnosed with the disease that has already claimed 1,300 lives worldwide.

The jump in cases comes after reports out of the country indicated that the virus may have leveled off. The latest increase was attributed to the country's new approach to counting patients. The Los Angeles Times reported that about 90 percent of the new cases were "clinically diagnosed." Doctors in the country previously relied on nucleic tests for the viral disease known as COVID-19.

MEN APPEAR TO FAIR WORSE WITH THE VIRUS

The nucleic tests, according to reports, were criticized over their accuracy. The public has widely criticized local officials for their handling of the outbreak and Beijing has been accused of withholding key statistics in the virus' early days.

The Times reported that under the new guidelines, patients undergo a CT scan of their lungs and observed by doctors to see if they're symptomatic.

China has locked down an unprecedented 60 million people in an effort to curb the spread of the virus, which has hit hardest in the city of Wuhan and surrounding Hubei province. The country has 60,000 confirmed cases.

China’s novel coronavirus, COVID-19, has killed and infected more people than officially reported.

Consider the latest numbers. In one day, total reported infections and deaths increased 44 percent and 23 percent, respectively. But not “because of any change in the shape of the outbreak,” which is nonetheless growing near-exponentially. Rather, it was merely because “the government changed the criteria by which it tracks confirmed cases.”

The official tally has been an underestimate and is still catching up to reality. As of Saturday, more than 1,500 people had reportedly died of the virus, with more than 69,000 cases reported worldwide. About 99 percent of the cases have been reported in China.

Even before the adjustment, circumstances suggested weeks ago that “the outbreak is spreading far beyond the official count of cases.”

Many causes contribute to this undercounting.

First, the prevailing diagnostic test for COVID-19 may be only 30 to 40 percent accurate. Some carriers who took the diagnostic test were falsely cleared and erroneously excluded from the official tally.

Second, the diagnostic test itself is scarce. Tests are rationed for the most obviously symptomatic patients. But carriers can be asymptomatic. And they can be contagious before they even show signs of infection.

Third, Chinese hospitals have been overwhelmed with patients. Some people were turned away at the door. Others waited in day-long triage. The sickest may have been too weak to even attempt a hospital visit. Others were deterred from treatment by the wait times and shortages, so they self-quarantined. Yet only those who obtained medical treatment and also tested positive for the virus were included in the official tally.

Fourth, resources and public attention have concentrated on Wuhan, a city of 11 million, where the first cases of COVID-19 were reported. However, tens of millions more live in Wuhan’s surrounding province, Hubei, which is less equipped with healthcare services. To the extent uncounted cases exist in Wuhan, more uncounted cases exist in Wuhan’s exurbs.

Fifth, on top of these logistical challenges, politics also prevents an accurate appraisal. China’s communist government is a totalitarian, one-party state. The party justifies its monopoly by promising social stability and economic growth. News of an outbreak threatens both objectives, so the party has an existential interest in suppressing bad news.

“Political issues are at any time the most fundamental major issues,” said Hubei governor Wang Xiaodong.

For example, Dr. Li Wenliang noticed the virus in his hospital before it was publicly reported. He told his colleagues to take extra precautions.

So when government authorities learned of Dr. Li’s discovery, they did not contain the virus. They contained Dr. Li, instead. He was arrested and forced to sign a false confession for spreading “rumors.” Officially, there was no virus.

Dr. Li died of COVID-19 several weeks later.

Meanwhile, two others who also exposed the virus’s impact, Chen Qiushi and Fang Bin, were uploading videos from inside Wuhan. Government authorities tracked them down and disappeared them. Chen’s family believes he was detained in quarantine with COVID-19 carriers, even though he appeared healthy.

Fast-food companies operating in China have taken extraordinary steps to contain the spread of the coronavirus by ramping up “contactless” pickup and delivery services to keep both their workers and customers safe, Reuters reported Sunday.

The companies taking the extra precautions include McDonald’s, Starbucks and Kentucky Fried Chicken, the report said.

McDonald’s has instituted contactless pickup and delivery of Big Macs, fries and other menu items across the country as the outbreak has grown.

As part of the plan, customers order remotely – by mobile phones or using computers in the restaurants – and employees seal the meals in bags and put them in a pre-arranged location for pickup without human contact, McDonald’s says on its website.

Delivery order procedures have also undergone revisions as drivers now drop McDonald’s packages at building entrances, disinfect their delivery bags and wash their hands more frequently, the wire service reported. Drivers also now carry ID cards showing they - and the people who made and packaged their food - had their body temperature scanned to prove they do not have a fever.

The flu-like virus has infected more than 70,548 people globally and killed 1,770 as of Sunday, mostly in the central Chinese province of Hubei.

In early February, 83 percent of all stores on the Meituan-Dianping delivery platform - one of the largest in the country - were closed, according to Beijing-based data firm BigOne Lab.

Starbucks has implemented procedures where customers order coffee via its app and then wait outside its cafés until receiving a pick-up notice, Reuters reported. Orders are placed on tables just inside café entrances.

If customers enter Starbucks locations, they must submit to having their temperature taken at the door, as fever is one of the main symptoms of infection, and baristas wear masks.

For delivery, Starbucks said it regularly sterilizes containers and its delivery people have their temperature taken daily, the report said. Indoors staff must wash hands every 30 minutes, and public areas are sterilized every two hours.

Meanwhile, Yum China Holdings Inc rolled out contactless delivery on Jan. 30, with contactless pickup coming two days later at its KFC and Pizza Hut locations, the company said.

Chinese companies used contactless delivery prior to coronavirus, as couriers would drop packages at a consumer’s door or lobby or place parcels in lockers for later pickup.

But since the outbreak, many residential compounds are limiting access for drivers and asking customers to pick up their own packages.

In transactions that previously would have involved one person handing a package to the other, the driver now puts the food down – on the back of a moped, for instance – and then steps back and waits for the customer to take it and leave.

Shouldn't their containers already be sterile?
