Hire an extra ump for each game and have that person patrol the dugouts.  So they have 5 man rotation of umps.  Maybe the guy that was behind the plate automatically goes to the dugout the next game.  It allows you to bring up more minor league umpires, allows you to make nice with the umpire union and creates 15 more major league jobs.  

Logistically, wouldn’t you need an umpire in each dugout? So two more.

It is pretty simple, if you want to deter cheating of this type then the penalty is simply the dissolving of franchises that are caught. No games will be permitted until the franchise changes ownership and no player is paid during that period. So far ownership has not received any punishment which would cause them to care if it continued on opening day.

In a perfect world, this would be the correct answer.

Nope. It's a franchise not a God given right. You are either a good steward or you find some other hobby that isn't a trust.

Dissolving a multi billion dollar business into nothing? Good luck. There would be so many lawyers involved. MLB would completely shut down. The commissioner works for the league owners. Player contracts are with teams, employees are employed by the team, cities get paid taxes by the team, not to mention depending on what owner you’re talking about they could own the stadium. Do you know how many lawsuits would happen simultaneously against Major League Baseball? 

Maybe you could make an owner sell a team like they did with Sterling. But dissolve it would be a complete an utter disaster for the league.
