To add any players the 40 man needs and opening. I guess Eppler's decision was based around which players he felt had more value to the roster. If the Angels pick up two starting pitchers, a reliever and a catcher, two more players will have to be removed from the roster so it's not as if Wong would have survived many cuts.

And I don’t even think they will protect Rojas, if last year is any indication they won’t.

I highly doubt it too. Should the Angels wind up dealing someone like Ward, Walsh, Thaiss, or even La Stella before that deadline to add though, could see something happen.
