Daniels was likely operating in a way similar to all others in Latin America.  Not that it was right and you've actually got to give Arte some credit for having the balls to shut things down because he didn't want enable the accepted corruption of the system by financial contributions.  

Subsequently it left the Angels out of a pool that contributes about 1/4th to 1/3rd of mlb players.  That's like having to skip every third pick in the draft including your first rounder sometimes.  

That started in around 2008/09 and lasted for about 5 year.  Even when it started back up again, it was from the foundation.  Recently, it seems that the Halos have actually been more active in Latin countries other than the DR.  Like Venezuela etc. 

I would love to see the Dodgers lose a bunch of their prospects as a punishment for their recent misdoings.

He's 15 right now.  Don't expect to see him for at least 4 years.  probably 5 or 6.

Soto

Knowles

Deveaux

Maitan

and now Vera

...All in the last couple years. So we're about still 3 years away from seeing hopefully a few of those guys make an impact. That just goes to show you how long it takes to reverse some of the damage the prior regimes did. What a disaster that was.

It’s going to be nice seeing new prospects on a yearly basis crack the lineup or to use them for trade bait when we need “the piece”.

Soriano, Acquino, Alex Ramirez, Yan, and another 10 or so from the last two years.  They were still in the penalty box because of Baldoquin until the 2017 signing period.  We have some minor activity otherwise in years before.  Like Barria, Rivas, Luis Pena, Suarez.  

But our DSL team was among the least talented in baseball last year.  They were 21-51 and allowed 7.25 runs per 9 innings.  The worst of the 44 DSL teams.  Some of this has to do with the Angels very aggressive promotion style of late so any player with potential was brought stateside very early.  It's still gonna take awhile to back fill that roster other talent that isn't considered as highly touted because it's really just mostly filler at this point.  But when you're only adding 5-6 players of note per year then it'll be a slow roll.

As mentioned, Molina was at a US junior college. 

But to your point, Puerto Rico is included in the draft, along with the US and Canada. Everywhere outside of that falls under international signings.
