I thought it was "odd" Greinke (clavicle) recovered quicker than Weaver (elbow).

Or were they just being cautious?

I thought the same thing, but I think its due to the fact that Weavers injury is on a joint and Greinkes is not. I've talked to people who have broken their collar bone also and they said it is a really quick recovery and is pretty painless to begin with.

Plus weaver needs to be able to catch the ball and that motion of jetting out your hand to catch could be pretty painful and damaging if not given proper healing time.

As a pitcher, the elbow is involved in just about everything you do. If it isn't healed or it is painful, you won't be very effective.
