Didn't he just reach Double-A about a month ago though? He's also drawn just 1 walk in 118 PA. I don't think he's ready to be given an everyday role in 2019

Chances are it isn't going to be a good prospect. The international money we received already makes this a win if Maldonado wasn't in our plans for the future.

Odd that they do a "Top 27" prospects.  For what it's worth, Sandoval would have been 28th on the list, apparently.

Good move to get a prospect and international $$ for Maldonado.  This will give us a chance to see how Briceno performs, which will give us a better idea if he's the possible solution moving forward.  Alternatively, Grandal is a free agent.  Considering we need some LH power in this lineup, he'd be a solid addition.

They don't specifically target a top 27.  They rank anyone who has a FV of 40 or higher.  So in their eyes, the Astros have 27 of them.  I think the Padres, for example, had 40+ players.
