It's not, actually. It's whether or not there should be a question on the census about whether one is a citizen or not. There's a completely separate, but related question relative to house seat distribution.

It really is, isn't it though?  They want to be counted but don't want to claim status.

The purpose of the census isn't to count only citizens. It's to count every person living in the United States regardless of status. Having a question on there that will keep people from reporting is counterproductive to the goal of the census.
