It's not, actually. It's whether or not there should be a question on the census about whether one is a citizen or not. There's a completely separate, but related question relative to house seat distribution.

Municipalities don't want the number of people living within them undercounted and underrepresented.

This is the 3/5ths compromise all over again.

The purpose of the census isn't to count only citizens. It's to count every person living in the United States regardless of status. Having a question on there that will keep people from reporting is counterproductive to the goal of the census.

Yes but the census is to pinpoint what our population is comprised of to offer data for solution making. Falsifying or omitting data is no way to build a knowledge base.
