At what point do you start calling Russians cyber attacks cyberwar?

Other reports talk about Russian attacks on our infrastructure

As 2017 wore on, Russia continued to hack infrastructure around the world , again crippling government and corporate offices across Ukraine, along with energy sectors in the United Kingdom and government officialsin France, and ending the year targeting NATO countries through unprecedented focus on underwater North Atlantic cables that provide internet service to the U.S. and Europe. Disrupting these cables, one British naval official said, would “immediately and potentially catastrophically affect both our economy and other ways of living.”

I think now is a good time!

The better question would be what to do about it.

Harder question.  We could limit sales of social media ads, or even account creation, to only certain countries.  But that brings up all sorts of other problems.

The first step to resolving a problem is acknowledging it...pretty sure the current administration would be wary about acknowledging Russian attempts to subvert our election systems, electrical grid, infrastructure, etc. for fear that it would lend credence to 2016 election hacking charges

Agreed.  Fortunately, everyone else agrees (pretty much) that there's an issue.  And a lot can be done to shine a light on the activity that doesn't require the administration to acknowledge it.

I think Trump had tried to establish something with Putin and cyber security a while back but it never went anywhere.

Seeing as the basis of the article is the Russian's are attacking the US...probably a good thing...no?

It's been almost 2 years now, and I'm still waiting for the intelligence community to publicly release the "undeniable proof" they claim to have of Russian hacking/meddling/collusion. Many ex US intelligence officials are on record as saying any evidence they have could easily be released to the public without compromising any sources or methods used to obtain such evidence. Until they release this "undeniable proof", it's de facto "fake" news.

But if they did that then they'd be expected to do it in the future and obviously if that was the case the world would end.
