Here is a list I found from about a month ago and I edited it to reflect some of the recent changes.  I might be missing something here and there though, but should be close.

I would be all for this move. He’s signed through 2018, with team options for 2019 and 2020. He offers flexibility as he can start at 2B or 3B, and has also played LF, RF, and SS. His WAR totals the last 3 years (FG/BR) 2015: 1.2/1.8 2016: 1.4/1.8 2017: 2.6/3.3

Even if he was only able to post a 1.2 WAR that would still be a 1.5 WAR upgrade over what we had at second base last year

Again, the amount of money a team has and the amount of money available for Ohtani (in this chart) are two different things.

So, if I'm reading you right, each team has: 1) an international money spending cap (in this case the amount they can currently spend on Ohtani); 2) an amount of international money available (in this case the amount they can trade to another team, which that other team could then spend on Ohtani); 3) a cap on the amount of international money they can acquire (in this case the maximum amount that they are allowed to acquire to potentially spend on Ohtani). These numbers may all be the same, or may all be different.

The spending cap is just a cap on what you can spend on one player. That’s the $300K. 

So at the beginning of the signing period, everyone had $4.75-$5.25M, but some teams couldn’t use more than 300K on one player. 

But you can still spend or trade any or all of it. 

The limit on space you can acquire in trade is 75 percent of your starting total.

The Giants have $1.8M, but can’t use more than 300K for one player. They’d be a perfect team to try to extract $1.5M from, since its mostly useless to them, except they’re in the final 7 too.
