The idea seems logical but it really isn't the issue most of the time. IMO, if you are in the far left lane and car approaches your rear regardless of speed you should have to move. And you should always be required to leave enough space for others to change lanes regardless of the speed.

In Texas most highways have posted signs that say the left lane is for passing only. Even if there are no other cars on the road you can be ticketed for using the left lane.

I agree that slow drivers should stay out of the passing lane, but fining them? Does law enforcement really have the time to pull people over for driving too slowly?
