Congress has to present the law for him to sign. 

Illinois has some of the strongest gun safety legislation in the U.S., Cook County has increased restrictions that superseded the State laws. It has had little effect to stem criminal use of firearms in Chicago. 

You should know your subject matter better.

Why do us conservatives love the government in our lives and only encourage it to get bigger? Can’t we join our democrat brothers and their view of states rights/small government?
