Actually they can help themselves if they can get anything like what the article is discussing passed.  Permanent revenue streams for one time fixed give them more money to throw into the general fund which they can use to fund pet projects and ultimately make themselves wealthier:

If Sacramento came out and said "alright, we need xxx dollars to fund a clean water project in the central valley, so we're going to add a 34 cents tax on all phone lines for the month of March, and it's a one-time tax, then we'll have enough money to move forward with the project, and any surplus funds from that will go into services for homeless veterans" I think I'd be okay with that. But as the numbers used above tell us, they're going to raise $400 mil for a project that's going to cost $175 mil, and it's an on-going tax with no end in sight. Where will all that surplus money go? And why is there no end to this tax? That's just plain theft.

Politicians have figured out that if they tax things that people need, they can raise the money and the dumbshit Calolfornians will continue to pay and get ass raped.  My guess is next, they will have a tax on health insurance to pay for homelessness, mental health things.  Then a new tax on property taxes to pay for teachers pensions.  Then a new tax on air to pay for the environment.

You have to laugh at "halting executions." There has only been 13 since 1978. The last California inmate executed was in 2006. Clarence Allen was a low life that killed a shopkeeper during a robbery. Then when parolled went back to the same market and executed two people with a shotgun while a third he left for dead. Allen lived on death row for 22 years, five longer than the 17 year old girl he killed.
