Actually they can help themselves if they can get anything like what the article is discussing passed.  Permanent revenue streams for one time fixed give them more money to throw into the general fund which they can use to fund pet projects and ultimately make themselves wealthier:

"The 911 surcharge would impose a new 34 cents per month tax on landlines, cell phones and any electronic device capable of calling 911. The one-time cost of providing the next generation 911 system is $175 million.

The annual amount of tax revenue to be generated from the 911 tax? It would haul in $400 million and, of course, has no sunset date.

The proposed water tax is the same. This state-imposed tax on all water users raises a number of policy concerns. First, is it fair to have ratepayers in Los Angeles, San Francisco and Sacramento pay higher water bills for a problem that is mostly limited to groundwater contamination in the Central Valley?"

If Sacramento came out and said "alright, we need xxx dollars to fund a clean water project in the central valley, so we're going to add a 34 cents tax on all phone lines for the month of March, and it's a one-time tax, then we'll have enough money to move forward with the project, and any surplus funds from that will go into services for homeless veterans" I think I'd be okay with that. But as the numbers used above tell us, they're going to raise $400 mil for a project that's going to cost $175 mil, and it's an on-going tax with no end in sight. Where will all that surplus money go? And why is there no end to this tax? That's just plain theft.

Politicians have figured out that if they tax things that people need, they can raise the money and the dumbshit Calolfornians will continue to pay and get ass raped.  My guess is next, they will have a tax on health insurance to pay for homelessness, mental health things.  Then a new tax on property taxes to pay for teachers pensions.  Then a new tax on air to pay for the environment.

California, ushering in the extinction of the middle class.  They are all just leaving.

They are being replaced with illegals and the free shit army. CA is going to economically implode in our lifetime. I'll be outta here before that happens.

New Yorkers move to Calolfornia.  Calolfornian's hate New Yorkers and taxes so they move over to Illinois.  Illinois hate Calolfornians so they murder them.

You have to laugh at "halting executions." There has only been 13 since 1978. The last California inmate executed was in 2006. Clarence Allen was a low life that killed a shopkeeper during a robbery. Then when parolled went back to the same market and executed two people with a shotgun while a third he left for dead. Allen lived on death row for 22 years, five longer than the 17 year old girl he killed. 

Newsome is an ass.
