Yep, the Giants, Rangers, A'ths, and O's all have emerged NOT by spending like drunken sailors, but by a balance of player development, scouting, and strategic trades/FA signings.

agreed. Just saw a stat. The current Rangers starting 5 have never pitched for another MLB team.
