There is more to this than is being presented. This has become a major issue in Las Vegas. People have been renting their houses out short term as party rentals. The people who attend these parties often disturb the entire neighborhood until the wee hours of the morning, leave their trash in other people's yards, park blocking other people's driveways, get into fights and other pleasantries. They don't have to live with the neighbors, so they pay little attention to how they act and whose lives that they disrupt.

Call the cops.  Want to be rude, he is a noise ordinance fine.
