Things like this happen because the powers that be spend their time talking while nothing gets done. Finally they get fed up with watching Chinese and Mexican (yes, Mexican cartels in the Philippines) kingpins, protected by the cops on their payrolls, litter the streets with meth heads who rob and steal to support their habits while the politicians sit in their gated communities, which were mostly financed with American aid money and guarded by private security forces, and do nothing.

So this big mouth asshole talks the big talk and gets elected in a landslide on a promise to clean up the streets but of course all you see is the poorest of the poor getting slaughtered while the foreign benefactors attend a nice strip show and count their pesos. There is nothing new under the sun.

Once again, you can fight this issue (but not eliminate it) on the demand side. Fighting it on the supply side will never work.
