This is why I cringe at those who say "stop and frisk" is racist, and why don't cops do it to the crooks on Wall Street and that whole narrative. It's not a hard concept...you don't fish in the desert. And it's not various aged people spread over all the cities doing it. It's teens and early 20s that are doing it in relatively small sections of bad cities.

That's where you fish.
