He's 22 years old and has averaged over 90 pitches a start this year. He was at 61 pitches.

 

And every inning his pitches established a new career high...  thats the only reason I can imaging why they took him out or they were worried he'd be thinking about the no-no and injure himself trying to throw a ball through a wall.  

 

Anyway, it's unlikely they would have let him finish the no-no.

Doesn't he have to be called up before rosters expand in order to be playoff eligible?

They can replace an injured player after the Sept 1st cut-off.  Same thing happened in 2002 when Frankie Rodriguez took the place of Al Levine.  He debuted Sept 18h that year.
