More ethnic battles that were stifled by the Soviets and still not resolved 25 years after the breakup. If these leaders really wanted to ease ethnic tension they'd write constitutions that guarantee all citizens are protected and enforce that.

I am sure this is completely accurate.  That doesn't change the fact that our foreign policy is so stupid.  We give a completely meaningless award and in so doing, push another possible ally right back into Russia's arms.
