This doesn't really relate to your post, but can you imagine if Matt Harvey had decided to sign with the Angels when they drafted him back in 2007?

He'll be pitching against Strasburg this Friday. That should be something to watch. Ridiculous numbers so far, but small sample size.

Can you imagine if Arte allowed GMs to spend above slot prior to the new CBA? Harvey would probably be an Angel. The reason he didn't sign was because we wouldn't go over slot.

Seriously, Arte's refusal to go over slot out of loyalty to Bud Selig + unwillingness to remotelg eet his hands dirty in the Latin market has truly devastated the organization's ability to replenish the farm system. Terrible decision(s) by Arte. Simply terrible

In fairness to Arte, how many people thought Harvey would be this good?

What I don't understand about Arte and the whole overslot situation is why is a team owner voting to restrict the ability of teams to draft amateur players, thereby driving up the up the prices in the free agent market? Totally strikes me as being against his own financial interest as owner of a large market team.
