But I know from experience, a lot of time patrol cops are pretty loose with checking facts if a serious crime is not committed (or charged).

Yeah; I'm not buying that story.

That would assume that neither had a cellphone to call for roadside-assistance.  And, people don't usually block the highway to flag people down for help.

Either way, the two are now on the radar in that jurisdiction for related incidents.
