Louisiana senate election

Maybe there are things I don't understand - but in Louisiana, why were there three Republicans and four Democrats running in the general election in the Senate race? Do they not have party primaries? Seems like a screwy way to do things. Since neither of the top two candidates got 50 percent of the vote, there will be a runoff in December.
