Enable HTML in all forums

It appears that in some of the sub forums we cannot post using HTML.  I notice I can in the FAQ forum and also the Main forum but not in the hangout forum for example.  Is it possible to get it in all sub forums?

You didn't happen to switch the Soccer forum to private did you?  I can't get in, says it is protected and needs a password.
