Maybe the Yankees.

I doubt he made it to the AL at all. Priority for waiver claims goes from the team with teh worst record to team with the best record in the same league, then teams with the worst record to the best record in the opposite league.

If any team except the Oakland Athletics makes a claim for Hamels, he doesn't reach the Angels. I'm sure some rich NL team like the Dodgers, Cubs etc. would be willing to take Hamels entire contract. 

 

Hamels also has a limited no trade clause. IF any team other than the Red Sox, Angels, Nationals, Dodgers, Cardinals, Braves, Padres, Rangers or Yankees claims him, he can void the deal even if the Phillies want to dump his contract. Random teams with an outside shot in the wild card might make a claim just to block him as they'll figure there's a low risk of them having to take on his contract anyway (either Phils revoke the claim or Hamels voids the trade)

When you think about it though.  Gonzalez lasted all the way to the Dogs, in the opposite league.  So it could be an AL team.

 

Are the Rangers desperate enough?  Pitching is what they need, and this could be a move for next year.

The Phillies absolutely will not dump Hamels on another team. That means there is zero risk of any team placing a claim on him. Because even if that team can't work out a deal (or doesn't want to work out a deal), the Phillies aren't going to just hand him over.

Not to disrespect anyone, but you guys are insane if you think the Angels won the claim on him.
