It's 100% speculation..  the article is a lot of guessing and hearsay.

According to ESPN.com's Jim Bowden, "Street told me the Padres have already talked to him about the real possibility of being traded before the deadline, and he's now expecting to be dealt. The Angels have also been linked to the Phillies' Jonathan Papelbon, but they're not interested unless the Phillies pay a significant portion of his remaining salary. Why pay Papelbon $13 million per year when you can get Street for $7 million annually?"

don't ever pay for anything ESPN.

There is some good stuff on there and it's good to get access to a bunch if different stuff. Is it the best for anything? No. But if you like college football, baseball, and the NFL it's a lot more cost effective than subscribing to 3 different services.

If you go on magazines.com they usually have a deal for a three year subscription for around 10 dollars total.  It comes with ESPN insider.  It is worth 10 dollars for three years.

I don't use it for baseball rumors though, I like it for prospect reviews in baseball/basketball/hockey/football.
