Let the kid get his legs under him in the minors. The few times I have seen him pitch, the balls that were eventually outs were hit pretty hard.

Yes, not this early though as the guy only pitched for about 1.5 months above high-A level.

I expected August/September as a potential MLB debut time for Bedrock Jr.

Even taking him out of the equation as someone with a lack of higher levels pitching in the minors, my question still begs to be asked.

How does one org for 5.5 years struggle so much to develop any kind of reliable enough bullpen?

He obviously doesn't look ready. He probably needs more time in AA, and if things still go well down there, he might be a good call-up in September. But who replaces him?

He hasnt had enough time to see if he's ready. Give him a few more apparences in low leverage situations. I think he will be fine.

Well, you sort of know the answer.  The Angels traded away most of their marginal SP prospects for in season help in recent years.  Those guys typically become a team's relief pitchers.   Prior to that the Angels had one of the more successful runs of bullpen success.

Which gets back then to Reagins being part of the problem. It is now totally apparent that the guy did not have the type of knowledge needed to be the one controlling player moves.

How does a GM trade away so many pitching prospects, knowing that the Latin American situation was a mess and thus one less place to draw from for pitching prospects?
